The Ministry of Finance in Iraq is the government authority responsible for preparing and implementing the state’s financial policy. Its duties include managing the general budget, supervising revenues and expenditures, and regulating taxation and customs. The Ministry also oversees public debt management, monitors government spending, and ensures the optimal use of financial resources to achieve economic stability and support development.

The Minister: The highest authority in the Ministry and the primary official responsible for its operations and for directing its policies. Decisions, orders, and instructions related to the Ministry’s duties, divisions, powers, and all technical, administrative, and organizational matters are issued in his name within the limits defined by law. The Minister may delegate to the Deputy Minister or any other staff member such powers as he deems appropriate.

Deputy Minister: Reports directly to the Minister and is accountable to him for implementing the Ministry’s policy and plans. He has primary responsibility for resolving matters that ensure the smooth conduct of work within the powers delegated by the Minister. He may delegate some of his authority to heads of organizational units in the Ministry. He has an office managed by a Director, assisted by one or more staff, responsible for handling and following up correspondence addressed to or issued by the Deputy Minister, in addition to regular secretarial tasks and other assigned duties. Several experts, as well as the Ministry’s subordinate departments, report to him.

 

Financial Advisor: Reports directly to the Minister and is responsible for providing expertise on assigned matters. Duties include preparing reports, studies, and research relevant to the Ministry’s areas of responsibility, along with any other tasks assigned by the Minister. The Financial Advisor is supported by a technical division composed of specialists and experts in fields related to the Ministry’s functions.

Minister’s Office: Headed by a Director holding a university degree or with professional expertise, assisted by staff. It manages and follows up on correspondence received by the Minister and orders or instructions issued by him, classifies and safeguards confidential and private communications, secures communications, and coordinates meetings and appointments. It also prepares memoranda, reports, and documents requested by the Minister, in addition to carrying out other tasks assigned to it.
