The Administrative and Financial Department at the Ministry of Finance is responsible for organizing the affairs of employees at the Ministry’s headquarters and everything related to their service matters and providing various administrative services to the Ministry’s departments and formations in a way that ensures the smooth running of work, as well as organizing accounting and financial matters, managing financial allocations and following up on them until and after disbursement, supervising the maintenance of the Ministry’s headquarters’ buildings and assets, microfilm documentation, compiling and coordinating the formations’ plans and following up on their implementation, as well as implementing the directives and reports that are received by the Ministry and referred to it by the Minister, and handling administrative matters related to the Ministry’s competencies that do not fall within the jurisdiction of the departments associated with it.

Key Achievements

  1. Formation of sub-teams headed by an Assistant Director General in each department of the Ministry to develop a roadmap for simplifying work procedures and combating administrative corruption.

  2. Implementation of the QR system (Quick Response Code) for archiving information and storing documents and files electronically, with the ability to generate detailed reports for all types of data and review them anytime, anywhere.

  3. Introduction of the POS (Point of Sale) system for electronic payment and collection, marking the start of digital transformation and electronic cash transactions through the Department’s financial unit.

  4. Reaching final stages in applying the One-Stop Shop system to reduce bureaucracy and eliminate direct contact with citizens.

  5. Work underway to implement a Quality Management System in the Administrative and Financial Department in line with ISO 9001:2015 standards to improve service delivery and work quality.

  6. Deployment of the accounting system to regulate general trial balances, monitor ministry expenditures and revenues, reconcile checks, and follow up on advances and deposits through the financial division.

  7. Use of the legal consultation system to monitor official correspondence related to legal cases.

  8. Obligation for all departments dealing directly with citizens to pursue digital transformation through electronic automation, as directed by official circulars, to improve service delivery.

  9. Approval of the Standard Operating Procedures (SOP) manual, which documents all departmental work forms.

  10. Completion of all procedures related to the appointment of postgraduate degree holders, including ministerial orders, academic credential verification, and medical examinations.
