About the General Commission for Free Zones
 

The Iraqi Free Zones were established on May 7, 1998, under Law No. (3) of 1998, titled the Law of the General Commission for Free Zones. The first free zone was founded in Khor Al-Zubair (Basra Governorate). As demand for additional zones grew, the Fulfail Free Zone was inaugurated in Nineveh Governorate in late 1999, followed by the Al-Qa’im Free Zone in Anbar Governorate at the end of 2001.
 

The issuance of Law No. (3) of 1998 aimed to advance economic and social development by attracting national, Arab, and foreign capital; promoting industrial investment from advanced economies; transferring modern technology; creating new job opportunities; and increasing exports and foreign currency revenues. The law also established a framework for managing and investing in free zones as national projects serving Iraqi, Arab, and international interests.

Currently, the Commission is preparing a new law to align with global standards for free zone management and investment, focusing on economic liberalization and modernization.
