Jurisdiction of the General Customs Authority Divisions

The General Customs Authority is responsible for implementing customs laws and the laws, orders, decisions, instructions, and regulations issued by other state institutions related to its areas of competence. It determines the principles and foundations necessary to facilitate their implementation in coordination with relevant entities, and develops and executes plans to combat smuggling.

It also studies existing customs legislation and submits proposals for its amendment and development in line with the objectives of the national financial policy, national development plans, and foreign trade strategies.

Additionally, the Authority provides opinions on customs aspects of trade and transit agreements concluded by Iraq with Arab and foreign countries, as well as on the decisions and recommendations of Arab and international organizations related to its areas of jurisdiction.

1- Personnel Management Department:
Responsible for organizing employee affairs within the Authority, implementing the provisions, laws, and regulations of the civil service and related instructions. It also prepares staffing structures, ensures their implementation after approval, and develops plans for distributing the workforce across departments according to required specializations.

2- Financial Department:
Responsible for preparing the Authority’s annual budget estimates, monitoring their implementation, and preparing accounting and payment documents for all financial transactions after obtaining the necessary approvals. It maintains accounting records, monitors customs revenues, writes off damaged materials and depreciated furniture, manages payments and receipts arising from all customs and related transactions, and organizes monthly accounts in accordance with decentralized accounting principles. The department also supervises and controls the stationery warehouse

3- Relations and Information Department:
Responsible for following up on economic agreements concluded between Iraq and Arab or foreign countries, as well as matters related to international organizations and the organizational structure of the Authority. It also oversees all issues related to customs clearance agents, promotes public awareness of the Authority’s various activities, monitors press coverage concerning customs affairs, and prepares official responses after review.
The department receives visiting delegations, provides their logistical needs, organizes seminars, receptions, and conferences, handles translation tasks, and prepares statistics related to the annual work plan. It contributes to staff training by organizing training courses, developing work methods, and preparing performance evaluation reports based on objective criteria. It also supervises the Customs Bulletin and manages the printing and publication of materials issued by the Authority that are relevant to customs operations.

4- Legal and Customs Affairs Department:
Responsible for preparing draft laws, regulations, statements, instructions, and customs decisions, as well as providing legal opinions and advice on issues concerning the Authority. It represents the General Customs Authority in lawsuits filed by or against it before various bodies, courts, and disciplinary councils.
The department also implements orders, decisions, and instructions issued by other state institutions related to customs affairs, determines the principles and guidelines necessary to facilitate their implementation, and coordinates with other relevant entities. Additionally, it grants clearance certificates to foreign companies and oversees the liquidation of their branches, while exercising administrative supervision over the secretariats of the appellate and objection committees within the Authority.
