The Iraqi Fund for External Development continues its initial efforts to collect receivables from Iraqi loans granted to Arab and developing countries through letters exchanged between His Excellency the Minister of Finance and his counterparts in these debtor countries, and coordination with the Ministry of Foreign Affairs and the Committee for the Follow-up of Loans Granted to Debtor Countries, as follows:

1- Yemen
The Yemeni side continues to pay an amount of $100,000 per month to the Iraqi Embassy in Sana'a. The total amount paid for the period from August 2006 to September 2011 amounts to $6.7 million, equivalent to $7.459 billion.

2- Sudan
The Iraqi Fund for International Development is currently monitoring Sudan's position on its Iraqi dues, particularly following a meeting with the Sudanese Minister of Economy on August 9, 2009. The Sudanese side presented its claims to Iraqi entities equal to or greater than the Iraqi dues, which necessitates a detailed examination of these dues.

3- Somalia
The claim has been suspended due to its current economic circumstances.

4- Mauritania
Mauritania, through its Minister of Finance, acknowledged its debt to Iraq after our embassy in Nouakchott was provided with details of the outstanding debts. He expressed his country's readiness to accept any proposals regarding resolving this debt. His Excellency the Minister of Finance approved our proposals for action on the Mauritanian side on January 9, 2011. Coordination was made with the Ministry of Foreign Affairs to contact the Mauritanian side to determine the time and place for receiving the Iraqi technical delegation concerned with the settlement of loan dues.

5- Central Africa
The Iraqi Fund for International Development is following up on the letter from the Minister of Finance of the Central African Republic calling for debt repayment under the HIPC initiative, as well as the letter from the Secretary of the Paris Club calling for the Central African Republic to be treated according to the aforementioned initiative. A draft agreement was prepared by the Legal Advisor and submitted to the General Secretariat of the Council of Ministers on June 24, 2009, which in turn referred it to the State Shura Council for approval. This approval was achieved by Resolution No. 1/2011, communicated to us in letter No. 61 from the Ministry of Justice/State Shura Council on January 10, 2011.

6- Zambia
Based on a request from Representative Ashour Hamid Al-Karbouli regarding the provision of copper to the Al-Shaheed Company (Ameriya Al-Fallujah) to cover the debts owed by Zambia for two government loans, we re-initiated a call with Zambia through letter numbered 319 from His Excellency the Minister of Finance dated March 20, 2011, to reconvene the meeting between our representatives to reach a mutual understanding on resolving the loan dues. We requested that they provide us with what they wish to present during these meetings. Several dates were set for meetings with them, but the Ministry of Foreign Affairs delayed our notification of the date and the lack of time to contact higher authorities and obtain the necessary approvals, preventing this meeting from taking place.

7- Mali
Following up on the letter from His Excellency the Minister of Finance dated 10/28/2009 urging the State of Mali to repay the loan dues, in coordination with the Ministry of Foreign Affairs and the Iraqi Embassy in Dakar. Follow-up is ongoing (our letter No. 2161 dated 10/19/2010) and the letter from the Ministry of Foreign Affairs (98783/5/9/10 dated 12/22/2010).

8- Madagascar
Following up is being conducted through the Iraqi Fund for International Development regarding the minutes of the agreement of 5/6/2010, in which the dues were rescheduled and written off in accordance with the Paris Club Agreement, and the payment of the three installments amounting to $10.050 million due on 11/15/2010, 11/15/2011, and 11/15/2011, according to the minutes.

8- Madagascar
The Iraqi Fund for International Development is following up on the minutes of the May 6, 2010 agreement, which rescheduled receivables and cancelled them in accordance with the Paris Club Agreement. The three installments amounting to $10.050 million due on November 15, 2010, May 15, and November 15, 2011 were paid, according to the minutes.

9- Mozambique
His Excellency the Minister of Finance indicated in a margin note to our original letter No. 226 dated October 26, 2011, that the issue of Mozambique's debts would be discussed during the International Monetary Fund meetings. The Ministry of Foreign Affairs was informed of this in our letter No. 1934 dated December 12, 2011, to inform Mozambican authorities.

10- Niger
The Iraqi Fund for International Development is following up on the letter from His Excellency the Minister of Finance to the Minister of Finance of Niger urging him to repay the loan dues. A letter was prepared from His Excellency the Minister of Finance on October 28, 2009. We have not received a response on the matter, and follow-up is ongoing to obtain a response (our letter No. 67 dated January 15, 2012).

11- Senegal
On August 16, 2008, a memorandum of understanding was signed with the Senegalese side to reschedule the two loan dues and waive late payment interest. The memorandum was approved by the General Secretariat of the Council of Ministers and Senegalese authorities. Six installments were paid, totaling $2,498,688 during the years 2009, 2010, and 2011, which was transferred to the DFI account.

12- Tanzania
The Iraqi Fund for International Development is following up on the letters of His Excellency the Minister of Finance addressed to the Tanzanian Ministry of Finance and Economy, the most recent of which was on October 28, 2009. We received a letter from the High Commission of the United Republic of Tanzania on October 3, 2011, requesting details of the two loans granted. From the Republic of Iraq to the Republic of Tanzania. The request was provided in our letter No. 50 dated 13/12/2011, through the Ministry of Foreign Affairs. Follow-up is ongoing.

13- Guinea
The Iraqi Fund for International Development is following up on the letter received from the Minister of Finance of the Republic of Guinea calling for the debt to be treated in accordance with the HIPC initiative, and the letter from the Secretary of the Paris Club calling for Guinea to be treated in accordance with the aforementioned initiative. The matter was presented to the General Secretariat of the Council of Ministers on June 24, 2009. A model of the agreement prepared in light of this was presented to the State Shura Council for review and approval. It was ratified by Resolution No. (1/2011), communicated to us in letter from the Ministry of Justice/State Shura Council No. 61 dated January 10, 2011.

14- Bangladesh
The Council of Ministers approved, by Resolution No. 277 of 2010 on July 27, 2010, the Bangladeshi offer to repay the principal of the debt, amounting to $4.549 million. And exemption from all accrued interest. A letter was prepared from His Excellency the Minister of Finance to his Bangladeshi counterpart in this regard. The Central Bank of Iraq informed us in its letter No. 171/6 dated 5/2/2011, which included a notice of payment of the sum of (4,549,049) dollars by the People's Government of Bangladesh as repayment of the principal of the two loans granted by the Iraqi Fund, whereby the interest was written off and the dues settled.

15- Democratic People's Republic of Korea
The issue of Iraqi receivables was presented to the General Secretariat of the Council of Ministers on August 3, 2009, to express its opinion regarding the mechanism for action in this regard, as well as to follow up on the issue with the Permanent Mission of Iraq in New York. The General Secretariat of the Council of Ministers, in its letter No. 24633 dated August 13, 2009, instructed the Ministry of Foreign Affairs to undertake this action, with follow-up to be undertaken by the Iraqi Fund for External Development, the Ministry of Foreign Affairs, and the Embassy of the Republic of Iraq in Beijing, to follow up with the Embassy of the Democratic People's Republic of Korea. Indeed, attempts were made to meet with the Korean Embassy in Beijing, the last of which was on September 14, 2010, but to no avail (Foreign Ministry letter No. 97928/5/9/10 dated September 16, 2010).

16- Vietnam
Part of the Iraqi loan dues to Vietnam are being repaid through contributions to the Iraqi-Vietnamese joint companies for rice production and the joint company for tea production, pursuant to the minutes of the Iraqi-Vietnamese Joint Committee No. (17) dated 12/11/2007, whereby amounts from the loan were allocated to supply agreed-upon Vietnamese goods and services, deducted from the debt of (10) million dollars to the Ministry of Industry and Minerals, (5) million dollars to pay the rent of the Iraqi embassy building in Hanoi, (10) million dollars to the Ministry of Trade to increase Iraq's share in the capital of the joint company for rice production, and (5) million dollars to the Ministry of Agriculture for the additional development of joint Iraqi-Vietnamese projects. The Fund is pursuing claims for the equivalent of the amounts used from the government loan dues, and numerous correspondences have been sent. In this regard, the latest letter from the Accounting/Cash Department No. 19953 dated 12/12/2011 to the Ministry of Foreign Affairs to pay the amount of (5850000000) dinars, equivalent to (5) million dollars, as well as the payment by the Ministry of Trade (Food) of two amounts, namely (2379372) dollars and (30/555011) dollars received from the profits of the tea company, and the claim continues for the remaining dues from the ministries.

17- Jamaica
The Ministry of Foreign Affairs is working directly with the Permanent Mission of the Republic of Iraq in New York and the Jamaican Mission to meet and sign an agreement between the two sides to resolve the issue of Iraqi dues owed to Jamaica. This is expected to take place during the current year, as it has been delayed for technical reasons. The Ministry of Foreign Affairs is following up on this issue in coordination with the Permanent Mission of the Republic of Iraq to the United Nations in New York.

18- Cuba
The Iraqi Fund for International Development is following up on the letters of His Excellency the Minister of Finance to the Ministry of Finance of the Republic of Cuba, urging them to take the initiative to repay the loans granted to them. The Permanent Mission of Cuba responded with an apology from the Cuban authorities for not receiving the Iraqi negotiating delegation to discuss the settlement of the Iraqi loans, and follow-up is ongoing (our letter No. 124 dated January 23, 2012).
