Iraq achieves the second highest improvement globally in the World Governance Indicators (WGI), with government efficiency seeing the highest gains in the assessment.

Iraq has achieved a new international milestone according to the Worldwide Governance Indicators (WGI) report issued in December 2024, as cited by Fitch Ratings and Standard & Poor’s. Iraq recorded the second-highest annual improvement worldwide, reflecting the success of the government’s reform measures implemented across state institutions.
Official WGI data reveal a tangible improvement in Iraq’s governance scores, which rose from 29.5 points in 2023 to 32.5 points in 2024. This increase represents a positive indicator of the effectiveness of the fiscal and administrative policies adopted to enhance transparency and efficiency.
According to the report, the largest annual gains were concentrated in three key sectors:
Government Effectiveness: increased by (+4.6 points).
Control of Corruption: improved by (+4.3 points).
Regulatory Quality: rose by (+4.0 points).
The progress was not limited to administrative aspects alone. The governance indicators also showed notable and comprehensive improvement across several core dimensions, strengthening the confidence of the international community, donors, and investors in Iraq’s environment. These include: voice and accountability, political stability and absence of violence, and government effectiveness, in addition to regulatory quality, the rule of law, and control of corruption.
The report attributed this significant progress to Iraq’s commitment to the economic reform program, the automation of financial procedures, the strengthening of e-governance principles, and the continued efforts to sustain these positive outcomes in a manner that serves the supreme national interest and enhances Iraq’s standing in international indices.
